   Critical conditions — safety, funding, mandate, people — override average scores. One open gate stops the launch, no matter how green the dashboard.

   Measure real velocity

   An append-only event log records how fast actions and verifications actually close. Observed behaviour, not status colours.

   Forecast and decide

   Base, Accelerated and Delay scenarios project readiness at the target date — and the decision rule turns it into GO, CONDITIONAL GO or NO-GO.
