Built in real launches, not in a lab

The IORS methodology was developed by indeson GmbH out of two decades of international implementation practice and has been applied in real institutional launches in international cooperation contexts, including Pakistan and Egypt. It exists because a recurring gap kept appearing between formal project completion and actual operating capability: buildings finished, budgets spent, activities closed — and an organisation still unable to deliver reliably.
